Board of County Commissioners Meeting
April 10, 2006
The Canadian County Board of Commissioners met at 9:00 a.m. in the Public Meeting Room. Those present were: Grant Hedrick, Jr., Phil Carson, Don Young, Pat Hammert, Conrad Dudderar, Audre Knott, Warren Riggs and Phyllis Blair
Hedrick called the meeting to order.
Young moved, seconded by Carson to approve the minutes of the April 3, 2006 meeting. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve appropriations and transfers. Voting aye, Hedrick, Carson and Young.
APPROPRIATIONS:
Resale Property Fund from March 2006 apportionment $20,984.90
Treasurer Mortgage Fees from March 2006 apportionment 4,440.00
Sheriff’s Service Fees from March 2006 apportionment 1,060.00
Sheriff’s Commissary Fund from Inmate Trust 233.36
Prisoner Care & Boarding from Inmate Trust & State of Oklahoma 625.37
TRANSFERS:
From County Clerk Lien Fee M & O to Travel 1,000.00

Hedrick moved, seconded by Carson to approve Application for Permit to install one 2” natural gas pipeline crossing from the existing Enogex 10 acre facility at the SE corner of Section 5-T14N-R10W and the existing Enogex 150’ x 150’ facility at the SW corner of Section 4-T14N-R10W north of the SE corner of Section 5-T14N-R10W in District #3. Voting aye, Hedrick, Carson and Young.
Young moved, seconded by Carson to approve Contract for Services for FY 2006-07 between Canadian County and Youth and Family Services to provide $20,825.00 to YFS for shelter, counseling services, first offender programming, services to children with special needs, information and referrals and community education. Voting aye, Hedrick, Carson and Young.
Young moved, seconded by Young to approve Resolution demonstrating that the proposal to acquire and utilize a brush chipper by the Oklahoma Environmental Management Authority is consistent with the County Solid Waste Management Plan. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve an Application for Permit for the installation of a 6” saltwater line to be installed by dry bore method west of the intersection of County Line Road and North 220th west of the SE/4 of Section 12-T14N-R5W District #1. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve to let bids to furnish and install a chiller for the air conditioning unit at the Canadian County Health Department. Warren Riggs, Maintenance Supervisor stated the cost would be less to replace it than to try to repair the existing one. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve Resolution for Disposing of County Equipment for a Xerox Copier, Inv. #213.07, SN 058723, which was junked for District #1. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve a Transfer of Inventory for a Gateway E4000 Computer, Inv. #16266.29, SN 0028289894 from the Assessor’s Office to Canadian County District #1. Carson stated he wanted to thank Ronnie Funck, Canadian County Assessor for the computer. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve the March 2006 monthly report for the Assessor’s Office. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve the Sheriff’s Report for the Board of County Prisoners for March 2006. Voting aye, Hedrick, Carson and Young.
The Commissioners gave the following reports:
Young stated they graded, cut brush and hauled rip rap east of Cedar Lake. He stated he attended the ACCO Conference and a presentation of a Citation of Congratulations to Alex Weber-Kamin for achieving the rank of Eagle Scout with the Boy Scouts of America at the Methodist Church in Mustang last week.
Carson stated he attended the ACCO Conference, El Reno City Council meeting to show support of COWRA, County Government Day at the Oklahoma State Capitol and the Yukon Chamber coffee last week. He stated District #1 hauled 409 tons of 1 ½” crusher run to Gregory Road north of Hefner Road, 1 load of sand to Wilshire Road west of Richland Road, installed a culvert at 234th & Evans Road, hauled 43 tons of 1 ½” crusher run to the yard & trimmed trees. He stated they also patched 234th & Richland and Banner and had the graders running.
Hedrick stated they were working on the base work on Jensen Road and hauling rock to the thin spots. He stated he attended a SIG-SIF meeting, the ACCO Conference and the El Reno City County meeting to support COWRA last week.
The time being 9:30 a.m., Hedrick moved, seconded by Carson to award Bid #2005-06-11, Chip & Seal/Commissioners to the low bidder, Woods & Sons Paving. Voting aye, Hedrick and Carson. Young abstained from voting stating he had problems with that vendor in previous years.
Under new business, Hedrick asked Riggs about the air conditioning bids sent out last week for the Educational Building at the fairgrounds. Riggs stated he had been talking to Ted Mittelstaedt about that bid and the size of the unit needed. Hedrick stated he signed the bid because he thought Young and Riggs had been working on the information needed for the bid. Young stated he thinks we need to reject those bids received and re-bid. Hedrick agreed.
Carson moved, seconded by Young to approve Blanket Purchase Orders. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Hedrick to approve Claims. Voting aye, Hedrick, Carson and Young.
Young moved, seconded by Carson to adjourn. Voting aye, Hedrick, Carson and Young.
