Board of County Commissioners Meeting

April 3, 2006

 

The Canadian County Board of Commissioners met at 9:00 a.m. in the Public Meeting Room.  Those present were:  Grant Hedrick, Jr., Phil Carson, Don Young, Daniel Clements, Scott Hilton, David Regehr, Conrad Dudderar, Pat Hammert and Phyllis Blair.

 

Hedrick called the meeting to order.

 

Young moved, seconded by Carson to approve the minutes of the March 27, 2006 meeting.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve appropriations and transfers.  Voting aye, Hedrick, Carson and Young.

 

                APPROPRIATIONS:

 

                Sheriff’s Commissary Fund from Inmate Trust                                                                               $265.64

                Juvenile Detention Fund from AFLAC                                                                                                35.10

               

                TRANSFERS:

There were no comments from the public.

 

Discussion was made with Daniel Clements of Engineering Services & Testing, Inc. regarding the grading, drainage and surfacing Project Number STP-109C(055)CO, State Job Piece Number 19286(04), Canadian County in District #1 on Britton Road.  Clements stated the bids for the job came in at about 29% above the engineering fees expected.  He stated after speaking with Commissioner Carson, they are going to re-bid the project making some revisions on the specs for the bids.

 

Carson moved, seconded by Young to approve the Lease Agreements between the Board of Commissioners of Canadian County and Bruckner Truck Sales, Inc. and the Assignment of Lease Agreements to Empire Financial Services, Inc. for District #1 for the following:

Carson moved, seconded by Young to approve the Transfer of Inventory for (1) Konica 7060 digital copier with PC printer option, Inv. #10-213.09 to the Assessor’s Office from the County Clerk’s Office.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve Resolutions for Disposing of County Equipment for the County Clerk’s Office for the following:

a)       Copier, Inv. #10.213.11 (end of lease)

b)       Copier, Inv. #10.213.10 (end of lease)

c)       Chair, Inv. #10.102.60 (remove from inventory, less than $500.00)

The time being 9:30 a.m., Bids received for Bid #2005-06-11/Chip & Seal/Commissioners were opened.  The first bid opened was from Clever Stone Co., Inc. for $5,580.00 per mile with vendor furnishing equipment, labor including rolling and the County furnishing oil and chips for single bituminous and $11,160.00 per mile with the vendor furnishing equipment, labor and rolling and the County furnishing oil and chips for double bituminous. 

The second bid opened was from Wood & Sons Paving, Inc. for $14,736.64 (20’ roadway) and $16,209.93 (22’ roadway) with vendor furnishing everything including rolling; $4,458.54 (20’ roadway) and $4,904.28 (22’ roadway) with vendor furnishing equipment, labor and rolling and the County furnishing oil and chips; $7,872.84 (20’ roadway) and $8,659.92 (22’ roadway) with the County furnishing oil and vendor furnishing all other (all of the above for single bituminous).  Double bituminous is $34,448.00 (20’ roadway) and $37,892.00 (22’ roadway) with vendor furnishing everything including rolling; $9,973.05 (20’ roadway) and $10,970.01 (22’ roadway) with vendor furnishing equipment, labor and rolling and the County furnishing oil and chips and $18,021.88 (20’ roadway) and $19,823.61 (22’ roadway) with the County furnishing the oil and vendor furnishing all other.

Young moved, seconded by Hedrick to table until bids have been reviewed.  Voting aye, Hedrick, Carson and Young.

 

The Commissioners gave the following reports:

 

Young stated they hauled rock, mowed, graded and ran the brush grinder.

 

Carson stated he met with OSU/LTAP representatives last week to tour the Canadian County District #1 facilities, attended a Yukon Town Hall meeting at the Dale Robertson Center on under age drinking, attended the Yukon Chamber tour of family homes at the Juvenile Justice Center, attended the ground breaking for the Reynolds Care Center/Youth & Family Services and attended a NRCS meeting.  He stated District #1 hauled 444 tons of crusher run to Gregory Road north of Hefner Road, loaded 1700 gallons of patch oil and patched 164th & Fort Reno Road; Banner Road north of Britton Road and Banner Road south of Foreman Road, installed some culverts, hauled 45 tons of shale to 234th east of Airport Road, worked on Chisholm Lane, trimmed trees on Cimarron Road and 192nd and kept the inmate labor force busy around the shop and trimming trees.

 

Hedrick stated he attended the Tax Roll Corrections Board meeting, met with Zac Taylor/ACOG, attended a FEMA meeting at the Canadian Valley Technology Center to get instructions for reimbursement on labor and equipment for the wildfires, met with the Timberlake Homeowners Association, attended the Yukon Town Hall meeting, Yukon Chamber coffee and the ground breaking for Youth and Family Services last week.  He stated they replaced a bridge with a pipe on Jensen Road, reclaimed Choctaw Road and worked the base on Jensen Road last week.

 

There was no new business.

 

Young moved, seconded by Carson to approve Blanket Purchase Orders.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve Claims.  Voting aye, Hedrick, Carson and Young.
