Board of County Commissioners Meeting
February 13, 2006
The Canadian County Board of Commissioners met at 9:00 a.m. in the Public Meeting Room. Those present were: Grant Hedrick, Jr., Phil Carson, Don Young, Phyllis Blair, Conrad Dudderar, Pat Hammert, Jamie Girard, Amy Brandley, Ronnie Funck, Jerry Smith and Tracy Baustert.
Hedrick called the meeting to order.
Young moved, seconded by Carson to approve the minutes of the February 6, 2006 regular meeting and the emergency meeting held February 9, 2006. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve appropriations and transfers. Voting aye, Hedrick, Carson and Young.

Hedrick stated the approval of the Resolution designating Amy Brandley as the Canadian County Floodplain Manager will be tabled until the Floodplain Board meets to approve the Resolution first.
Carson moved, seconded by Hedrick to approve changing the name of Bassett Road to Moffatt Road in the unincorporated Canadian County in Piedmont. Carson stated Piedmont voted to change the name on December 27, 2005. Young stated he had a problem with changing the name of roads. Carson stated he agreed with that but the County needs to approve this to keep it uniform with Piedmont. Voting aye, Carson and Hedrick. Voting nay, Young.
Carson moved , seconded by Hedrick to approve Aerial Data Service, Inc. for the proposal of aerial photography digital mapping and digital orthophotos in and around Section 16-T12N-R6W to be used by Watershed Concepts of Austin, TX, FEMA’s partner in their Flood Map Modernizaton project for Canadian County for the enhanced approximate study of Purcell Creek around the Banner area. Voting aye, Carson. Voting nay, Hedrick and Young. Hedrick stated he would like to check into it some more before he approves it.
Carson moved, seconded by Young to approve Young to approve $500.00 fee to Meshek & Assoc., Inc. for wok done in the study of Purcell Creek in and around Section 16-T12N-R6W in Canadian County. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Hedrick to approve a proposal from Oklahoma Survey to survey two stream crossings along Purcell Creek; at the railroad tracks and Gregory Road for the study of Purcell Creek around the Banner area for the Map Modernization project. Voting aye, Hedrick and Carson. Voting nay, Young.
Young moved, seconded by Carson to approve the signing of the Oklahoma Department of Mental Health and Substance Abuse Service application to receive funding for the adolescent substance abuse group home for FY 2007. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve to let bids for (1) or more new Patch Trucks to be lease purchased for District #1. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve to terminate the existing contracts between Canadian County District #1 and The Empire Companies with both in agreement for: (2) Mack Dump Trucks, SN 1M2AJ06Y1N002389 and 1M2AJ06Y55N002394 and to let bids for (2) two or more new Dump Trucks with trade-ins to be lease purchased for District #1. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve to let bids for two (2) or more new Truck/Tractors to be lease purchased with trade-ins instead of purchased off state contract as stated on the January 30, 2006 agenda. These will be replacing the two (2) Mack Trucks, SN 1M1AJ06Y65N002540 and 1M1AJ06Y8N002541 in which the leases were cancelled in the January 30, 2006 meeting. Voting aye, Hedrick, Carson and Young.
Young moved, seconded by Carson to approve (4) project inventory reports for the month of January for District #2. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve the Monthly Depository Report for the Children’s Justice Center for January 2006. Voting aye, Hedrick, Carson and Young.
Young moved, seconded by Hedrick to approve the Contract by and between the Canadian County Health Department and Tracy Tadlock to Direct Observed Therapy (DOT). This service is for the delivery and observation of ingestion of TB medication for tuberculosis (TB) patients by the Contractor. Voting aye, Hedrick, Carson and Young.
Young moved, seconded by Carson to approve the application for an emergency shelter grant from the Department of Commerce for Youth and Family Services, Inc. in the amount of $20,000.00. Baustert stated this the same annual grant as in the past. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve the January 2006 monthly reports for the following:
a) County Clerk
b) Health Department
c) Treasurer
d) County Clerk
Voting aye, Hedrick, Carson and Young.
Young moved, seconded by Carson to approve Sick Leave Donation to Deanne Cash from the following:
a) Lewis Hawkins – 60 hours
b) Shelley Dickerson – 26.26 hours.
A letter of explanation was attached to the donations. Voting aye, Hedrick, Carson and Young.
Hedrick stated the appointment of members to the Canadian County Free Fair Board needs to be postponed until after the February 18, 2006 election.
Carson moved, seconded by Young to approve Resolutions for Disposing of County Equipment for the Computer Department for the following:
a) Best Micro Ferrups, Model ME, Series 1.8K, SN 08531
b) Televideo Model 921, Universal Terminal
Voting aye, Hedrick, Carson and Young.
The Commissioners gave the following reports:
Young stated they hauled rock, installed some tin horns, graded, ran the brush cutter and were finishing the bridgework on Choctaw. He stated he attended the Tuesday morning coffee in Mustang.
Carson stated District #1 hauled 382 tons of 1 ½” crusher run to the Fairgrounds for the parking lot, 43 tons of sand and 30 tons of shale to Richland Road south of 150th, 495 tons of shale to 220th between Evans Road and Manning Road and patched at Piedmont. He stated they did some dozer work at Richland Road and some track hoe work on Wilshire. He stated they had the brush chipper and graders running last week and hauled in some tank cars for bridge replacement at 220th west of Richland Road. He stated they painted the shop floor and picked up several trailer and truck loads of roadside trash. He stated he attended the Yukon Legislative Breakfast, Flood Board day at the State Capitol, CODA meeting and the Yukon Chamber of Commerce coffee last week.
Hedrick stated he attended the CODA meeting, ACCO SIG-SIF Insurance Board meeting, Yukon Chamber coffee and the Blazers Hockey Game last week where the Calumet Honor Choir performed the National Anthem. He stated they ran the brush grinder, had the semi trucks hauling 1 ½” rock to the fairgrounds parking lot and had the dozer and trackhoe working on the low water crossing project last week.
Under new business, Carson asked Hedrick and Young if they had read the depositions on the Glen Eagles lawsuit before they voted on the proposal for aerial photography digital mapping today. Hedrick stated he wanted to look at what was best for the County economically before he voted for it.
Young moved, seconded by Carson to approve Blanket Purchase Orders. Voting aye, Hedrick, Carson and Young.
