Board of County Commissioners Meeting
February 27, 2006
The Canadian County Board of Commissioners met at 9:00 a.m. in the Public Meeting Room. Those present were: Phil Carson, Don Young, Phyllis Blair, Amy Brandley, Ronnie Funck, Conrad Dudderar and Pat Hammert. Grant Hedrick was out of town.
Carson called the meeting to order.
Young moved, seconded by Carson to approve the minutes of the February 21, 2006 meeting. Voting aye, Carson and Young.
Carson moved, seconded by Young to approve appropriations and transfers. Voting aye, Carson and Hedrick.
APPROPRIATIONS:
Unrest T Hwy (Dist. #2) from P. Decker $287.10
Bogus Check Fee Account from DA Fees & Criminal Supervision 40,060.75
DA Supervision Program from Supervision Fees 1,310.00
Prisoner Care & Boarding from Town of Union City 40.00
Juvenile Detention Fund from JD Depository 218,874.13
Juvenile Detention Fund from JD Depository & Child Nutrition 39.95
TRANSFERS:
From Commissioners Capital Outlay to Commissioners ACCO Insurance 40,000.00
There were no comments from the public.
Amy Brandley presented a copy of the Canadian County Floodplain map and a copy of the Floodplain Permit Application stating the County needs to fill out an application when working on bridges and miscellaneous projects in floodplain areas. She stated this information would help her in her position. She stated she would also like to enlist the help of the county district employees to report development in floodplain areas to assist her and give her information she might not otherwise know.
Brandley stated the floodplain permit for Chesapeake Energy Corp. was on the agenda in error. She stated in the future, she will approve the permits provisionally; the permits would be approved by the Canadian County Floodplain Board and then sent for approval by the Board of Commissioners. She stated this would be of more help to the oil companies since the Floodplain Board only meets every 3 months.
Carson moved, seconded by Young to approve the appointments to the Canadian County Fair Board as follows: District #1 – Wilann LaFoe, District #2 – Larry McNeff, District #3 – Dan Wedman. LaFoe won the election to the Fair Board in the election held on February 18, 2006. District #2 & District #3 members were appointed since there were no other candidates in the election.
Young moved, seconded by Carson to approve the Project Inventory Report for District #2 for the month of March 2006. Voting aye, Carson and Young.
Carson moved, seconded by Young to approve Applications for Permit from Superior Pipeline Company to install 2 3/8 inch natural gas pipelines north of the SE corner of Section 13-T12N-R10W and west of the NE corner of Section 24-T12N-R10W in District #3. Carson stated he spoke with Hedrick and he has looked at the permits and wants to approve them. Voting aye, Carson and Young.
The Commissioners gave the following reports:
Young stated they were hauling shale and gravel, took some vehicles to Elk City for the Statewide Auction, ran the brush cutter and graded last week.
Carson stated District #1 hauled 207 tons of 1 ˝” crusher run to the fairgrounds, 30 tons of shale to the shop, 30 tons of crusher run to Frisco Drive and 15 tons of crusher run to 122nd and Highway 4. He stated they installed some culverts, had the graders out, worked at the fair grounds and hauled ditch dirt out of 192nd and Evans Road. He stated he attended a COWRA meeting, OSU-Extension office advisory panel meeting, LTAP class at Stillwater, community meeting at Dale Robertson Center in Yukon where Senator Tom Coburn spoke and a luncheon at the El Reno Lutheran Church last week.
Under new business, Carson wanted to express his thanks and appreciation to Tom Hart for all of the hard work and extra time he has put in on the County’s computer system lately.
Young moved, seconded by Carson to approve Blanket Purchase Orders. Voting aye, Carson and Young.
Young moved, seconded by Carson to approve Claims. Voting aye, Carson and Young.
