Board of County Commissioners Meeting

March 13, 2006

 

The Canadian County Board of Commissioners met at 9:00 a.m. in the Public Meeting Room.  Those present were:  Grant Hedrick, Jr., Phil Carson, Don Young, Phyllis Blair, Tim Khatib, Conrad Dudderar,

Pat Hammert, Ken Schmitz, Jerry Smith, Mike Brown and Bill Kerr.

 

Young moved, seconded by Hedrick to approve the minutes of the February 27, 2006, March 6, 2006 and March 8, 2006 minutes.  Voting aye, Hedrick, Carson and Young.  Carson abstained from voting aye on the March 8, 2006 minutes because he was out of town.

 

Carson moved, seconded by Young to approve appropriations and transfers.  Voting aye, Hedrick, Carson and Young.

Under comments from the public, Tim Khatib with Benham Engineering stated he would like to offer their engineering services to the Canadian County Board of Commissioners.  He stated he is a former Oklahoma Department of Transportation employee and is now with Benham Engineering.  He stated this company has been in business in Oklahoma City since 1909 and would do a very good job for the County.

 

Carson moved, seconded by Young to approve an Agreement between the City of Oklahoma City and the Canadian County Commissioners for improvements on Cemetary Road from NW 122nd to NW Expressway.  The agreement states Canadian County will furnish all labor and equipment for the project.  Voting aye, Hedick, Carson and Young.

 

Hedrick moved, seconded by Carson to approve an Application for Permit for a natural gas pipeline crossing between the NW/4 of Section 4-T14N-R9W in District #3.  Voting aye, Hedrick, Carson and Young.

 

Hedrick moved, seconded by Carson to approve a Rental Order and Demo Record between Canadian County District #3 and G.W. Van Keppel for a Bomag MPH362 for $10,500.00/month.  Voting aye, Hedrick, Carson and Young.

 

Hedrick moved, seconded by Carson to approve a Rental Order and Demo Record between Canadian County District #3 and G.W. Van Keppel for a Bomag BW211PD for $3,200.00/month.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve (4) Project Inventory Records for Canadian County District #2 for the month of February 2006.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve the Sheriff’s Report for the Board of County Prisoners for February 2006. Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve the February 2006 monthly reports for the following:

a)       Election Board

b)       Court

c)       County Clerk

Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve to let bids for Chip & Seal to be added to the current Six-Month bid.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve to let bids for a Heat & Air System (2-stage/20 ton minimum) for the Educational Building.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve Lease Schedule between Deere Credit, Inc. and Canadian County District #1 for the purchase of (3) three mowers off of State Contract with (3) three trade-ins, all 15 ft. 1518 and the purchase of (1) one John Deere riding lawn mower off of State Contract with (1) trade in.  The John Deere’s to be lease-purchased, trade in’s as follows:

a)       S/N W01518F008117 (Mower)

b)       S/N W01518F007421 (Mower)

c)       S/N W01518F011318  (Mower)

d)       S/N MOL180J044186 (Riding Lawn Mower)

Voting aye, Hedrick, Carson and Young.

 

The Commissioners gave the following reports:

 

Young stated they graded, cut brush, hauled dirt and rock and installed a tin horn.  He stated they also had a tanker and a dozer at the wild fires southwest of El Reno last night.

 

Carson stated they hauled 1285 tons of shale to 192nd and Evans Road, worked on a tree job on Wilshire, patched Morgan Road, Gregory Road and the Piedmont area, worked on a culvert job in the Richland area, picked up and chipping trees, had all of the graders out and took some equipment to the county wide equipment auction in Elk City.  He stated he and about 10 of his employees helped with the wild fires southwest of El Reno last night.

 

Hedrick they hauled rock to thin spots on the roads in the Yukon/Oklahoma City area, had the track hoe clearing brush south of I-40 and had the brush grinder north of Calumet last week.  He stated he attended the county wide equipment auction in Elk City on Saturday.  He stated he had a dozer, tanker and fuel supply truck helping with the wild fires last night.

 

Carson moved, seconded by Young to approve Blanket Purchase Orders.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve Claims.  Voting aye, Hedrick, Carson and Young. 

 

Under new business, Audre Knott, Purchasing Agent asked the Board what they wanted to do with Bid #2005-06- 07, Free Standing Building/for the Juvenile Justice Center.  Hedrick moved, seconded by Young to approve to cancel the bid because it did not meet the fire marshall’s specifications.  Voting aye, Hedrick, Carson and Young.

 

The time being 9:35 a.m., Bid #2005-06-08, Patch Oil Truck/District #1 was opened.  There was only one bid received from Frontier Equipment for $126,750.00 (demo) and $132,546.00 (new).  Carson moved, seconded by Young to approve to postpone awarding of the bid until next week after the bid has been reviewed.  Voting aye, Hedrick, Carson and Young.

 

Bids for Bid #2005-06-09, Dump Truck/District #1 were opened.  The first bid opened was from Robert’s Truck for $80,375.00, the second bid opened was also from Robert’s Truck for $80,206.00, the third bid opened was from Bruckner’s for $80,840.00 and the fourth bid opened was from Joe Cooper for $65,940.00.  Carson moved, seconded by Young to approve to postpone awarding of the bids until next week after the bids are reviewed.  Voting aye, Hedrick, Carson and Young.

 

Bids for Bid #2005-06-10, Truck/Tractor/District #1 were opened.  The first bid opened was from Robert’s Truck for $75,173.00, the second bid opened was from Bruckner’s for $69,700.00, the third bid opened was also from Bruckner’s for $71,990.00 and the fourth bid opened was from Joe Cooper for $69,900.00.  Carson moved, seconded by Young to postpone awarding the bid until next week after the bids have been reviewed.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to adjourn.  Voting aye, Hedrick, Carson and Young.
