Board of County Commissioners Meeting
March 20, 2006
The Canadian County Board of Commissioners met at 9:00 a.m. in the Public Meeting Room. Those present were: Grant Hedrick, Jr., Phil Carson, Don Young, Ted Mittelstaedt, Brad Tipton, Clint Reuter, Dan Wedman, Ken Schmitz, Pat Hammert, Conrad Dudderar and Phyllis Blair.
Hedrick called the meeting to order.
Young moved, seconded by Carson to approve the minutes of the March 13, 2006 meeting. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve appropriations and transfers. Voting aye, Hedrick, Carson and Young.
APPROPRIATIONS:
Unrest T Hwy (Dist. #2) from Earl Still $216.00
Prisoner Care & Boarding from City of El Reno 120.00
Sheriff’s Commissary from Inmate Trust 295.84
Juvenile Detention Fund from CCPFA 209,788.00
TRANSFERS:
From District Attorney Personal Services to District Attorney M & O 1,000.00
There were no comments from the public.
Discussion was made on letting bids on the remodeling of the 40’ x 90’ storage building to convert into a multi-purpose building at the fairgrounds. Young suggested remodeling the 40’ x 90’ existing storage building at the fairgrounds for the fair exhibits. Mittelstaedt stated the generators are really close to that building and he didn’t think the women would like that because of the noise. Wedman stated they may like it in the mornings but not the evenings. Carson moved, seconded by Young to put on the agenda next week to consider to let bids for the remodeling of the existing 40’ x 90’ and the 40’ x 60’ storage buildings to get an idea of the costs. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve Resolution for Disposing of County Equipment for (1) Gray Monroe Calculator, Model #3140, Inventory #H203.22 for the Assessor’s Office. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to table the next four agenda items, a contract, a supplemental and two Certifications and Affidavits relating to STP-109C(055) until he has time to review the information. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to sign a Citation of Congratulations to Alex Weber-Kamin for achieving the rank of Eagle Scout with the Boy Scouts of America. Voting aye, Hedrick, Carson and Young.
The Commissioners gave the following reports:
Young stated they assisted with the fires in Southwest Canadian County last week and had the graders out, cut brush and hauled rock.
Carson stated District #1 hauled 180 tons of chips to the yard and the Piedmont area for Chisholm Lane, 135 tons of shale to Evans Road and 192nd, 150 tons of shale to Evans Road south of 234th and moved equipment to Chisholm Lane to construct temporary mail boxes. He stated they also trimmed trees, ran the chipper, hauled 95 tons of crusher run to 150th and Richland Road, had both patch machines out patching and had the dozer and water truck out helping with the fires. He stated he attended the ribbon cutting on the newest bridge on Elm Street and the chili cook-off and auction for the Chisholm Trail inYukon. He stated he wanted to commend Kent Lagaly and Jeff Lara, Command Post Operators for the fires in the southwest part of the County for all they did. He stated everybody who helped did an excellent job. He stated the volunteer fire fighters did an excellent job as well as the county employees who assisted. He stated he thinks they all need a big thank you and some pats on the back for jobs well done.
Hedrick stated they also assisted with the fires last week, hauled rock in the Yukon/Oklahoma City area and had the tandems hauling gyp north of Calumet. He stated he attended a SIG-SIF meeting and the Chisholm Trail Chili Cook-off last week.
The time being 9:30 a.m., Carson moved, seconded by Young to approve to cancel awarding Bid #2005-06-08, Patch Oil Truck/District #1 because they purchased a truck at the surplus auction. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to award bids #2005-06-09, Dump Truck for $80,840.00 and #2005-06-10/Truck Tractor for $71,990.00 to Bruckner Truck Sales Inc. for Mack Trucks for District #1. Carson stated these were not the low bids but justifies awarding these bids because they meet the specs more closely than the other bids and some horsepower and transmission issues. Voting aye, Hedrick, Carson and Young.
There was no new business.
Carson moved, seconded by Young to approve Blanket Purchase Orders. Voting aye, Hedrick, Carson and Young.
Carson moved, seconded by Young to approve Claims. Voting aye, Hedrick, Carson and Young.
