Board of County Commissioners Special Meeting

March 8, 2006

 

The Canadian County Board of Commissioners met at 9:00 a.m. in the Public Meeting Room.   A special meeting was scheduled because the County Elected Officials across the State were called to the Oklahoma State Capitol on March 6, 2006, the regular scheduled meeting date.  Elected Officials were called to the Capitol to show their stand against SB 1763, a Home Rule Bill.  Those attending from Canadian County were Grant Hedrick, Jr., Don Young, Ronnie Funck, David Radcliff and Phyllis Blair.  Those present at the meeting today were:  Grant Hedrick, Jr., Don Young, Phyllis Blair, Ronnie Funck and Jerry Smith.  Phil Carson was out of town.

 

Hedrick called the meeting to order.

 

Young moved, seconded by Hedrick to approve appropriations and transfers.  Voting aye, Hedrick and Young.

 

                APPROPRIATIONS:

 

                Sheriff’s Commissary from Inmate Trust                                                                                          $218.74

There were no comments from the public.

 

Young moved, seconded by Hedrick to enter into Executive Session.  Voting aye, Young and Hedrick.  Discussion was made on the appraisal and purchase of the land at the Canadian Valley Fire Department, Cedar Lake

 

Young moved, seconded by Hedrick to reconvene into Open Session.  Voting aye, Hedrick and Young.

 

Hedrick moved, seconded by Young to accept the offer and settle on the issue.  Hedrick asked Young if he would take care of the settlement and closing of the real estate.  Young stated he would take care of it.  Voting aye, Hedrick and Young.

 

Hedrick moved, seconded by Young to approve the appointment of Jim Woody replacing Wayne Morgan for the remaining four years of the five year term to the Geary EMS District.  Voting aye, Hedrick and Young.

 

Hedrick moved, seconded by Young to approve the Proclamation of designation of March as Flood Insurance Awareness month.   Jerry Smith stated Amy Brandley had stated that 88% of the people who live in a floodplain area do not carry flood insurance.  Voting aye, Hedrick and Young.

 

Young moved, seconded by Hedrick to table an agreement between the City of Oklahoma City and Canadian County District #1 for improvements to Cemetary Road from N.W. 122nd to N.W. Expressway until next week when Carson is back.  Voting aye, Hedrick and Young.

 

Young moved, seconded by Hedrick to approve a Statement of Support for the National Guard and Reserve of the Department of Defense of the United States of America.  The statement states that  1) Employment will not be denied because of service in the Guard  2) Employee job and career opportunities will not be limited or reduced because of service in the Guard  3)  Employees will be granted leaves of absence for military service in the Guard.  Voting aye, Hedrick and Young.

 

Young moved, seconded by Hedrick to approve  an Application for Permit from O.G. & E. to install a 3-phase overhead line starting ¼ mils north of S.W. 44th going south on Banner Road to Highway 152 in District #2. Voting aye, Hedrick and Young.

 

 

Young moved, seconded by Hedrick to approve a Proclamation designating the second full week of March 2006 as “Extension Living Well Week”.  Voting aye, Hedrick and Young.

 

Young moved, seconded by Hedrick to approve Maintenance Agreement between Oklahoma Office Systems, Inc. and the Canadian County Assessor for copier maintenance on a Konica 7040, ID #19745, SN 55HE04345.  Hedrick stated the District Attorney’s office has approved it.  Voting aye, Hedrick and Young.

 

Young moved, seconded by Hedrick to approve the February 2006 monthly reports for the following offices:

a)       Gary E. Miller Canadian County Children’s Justice Center

b)       Canadian County Assessor

c)       Canadian County Treasurer

Voting aye, Hedrick and Young.

 

Young moved, seconded by Hedrick to approve the following items to be sold at the Elk City Auction to be held March 11, 2006 from District #1:

b)       Rosco Patch Machine, SN 36376

c)       1985 JD 770A Grader, SN 507285

Young moved, seconded by Hedrick to approve the purchase of three (3) mowers off of State Contract with 3 trade-ins, all 15’, 1518 John Deere’s to be lease purchased, trade-ins as follows:

c)       SN W01518F011318

Voting aye, Hedrick and Young.

 

Young moved, seconded by Hedrick to table the purchase of (1) John Deere Riding Lawn Mower off of State contract with 1 trade-in of a John Deere, SKY0662, SN M0L180J044186  to be lease purchased until next week when Carson is back.  Voting aye, Hedrick and Young.

 

Young moved, seconded by Hedrick to approve Resolutions Disposing of County Equipment for (1) Computer Printer, Fujitsu 600 LPM, Inv. #25.253.10 to be junked for the computer account and  (1) Computer Printer, Fujitsu, Hewlett Packard 820 CSI Deskjet Printer, Inv. #25,253.15 to be junked for the computer account.  Voting aye, Hedrick and Young.

 

The Commissioners gave the following reports:

 

Young stated they hauled gravel and rock, cut brush and installed some tin horns.

 

Hedrick stated they cleaned ditches, cut brush, cleaned out some fence rows, ran the brush grinder north of calumet and hauled rock to thin spots on the roads.  He stated last Monday, several County Officers went to the Oklahoma State Capitol in reference to SB 1763 regarding Home Rule.  He stated Home Rule was defeated again for the time being.

 

There was no new business.

 

Young moved, seconded by Hedrick to approve Blanket Purchase Orders.  Voting aye, Hedrick and Young.

 

Young moved, seconded by Hedrick to approve Claims.  Voting aye, Hedrick and Young.

 

Young moved, seconded by Hedrick to adjourn.  Voting aye, Hedrick and Young.
