Board of County Commissioners Meeting

May 15, 2006

 

The Canadian County Board of Commissioners met at 9:00 a.m. in the Public Meeting Room.  Those present were:  Grant Hedrick, Jr., Phil Carson, Don Young, Ronnie Funck, Pat Hammert, Conrad Dudderar and Gordon Caldwell.

 

Hedrick called the meeting to order.

 

Young moved, seconded by Young to approve appropriations and transfers.  Voting aye, Hedrick, Carson and Young.

 

                APPROPRIATIONS:

Hedrick stated the Pecan Grove Farm Section IV plat will be tabled until next week.

 

Young moved, seconded by Carson to approve the maintenance agreement between ESRI, Inc. and the Canadian County Assessor for ArcView Software Program for FY 06-07. Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve Sick Leave Donation to Paula Lang from the following:

a)       Bryon Palmer – 8 hours

b)       Bob Mallam – 8 hours

c)       Christopher Morrison – 8 hours

Hedrick stated the letter of explanation is attached.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve, but later changed motion with Young moving, seconded by Carson to table approving the oil and gas lease from Dwight Berglan and Associates in the E/2 NE/4 of Section 11-T13N-R10W.  Young stated he would like to see exactly where this location is before approving the lease.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve an Interlocal Agreement between the City of El Reno and Canadian County District #1 for the removal and replacement of a creek retaining wall located east of Reno Street and north of Sunset Drive in El Reno.  Carson stated he thought all that District #1 would be doing was some track hoe work.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve Interlocal Agreements between the Town of Union City, City of Yukon, City of Oklahoma City and City of El Reno pertaining to maintenance, construction and repair to certain streets and roads and an Agreement between the Oklahoma Environmental Management Authority, the Board of County Commissioners of Canadian County and the Canadian County Sheriff for the employment of an Environmental Compliance Officer.  Voting aye, Hedrick, Carson and Young.

 

Hedrick moved, seconded by Carson to approve an agreement between the City of Oklahoma City and the Board of Commissioners of Canadian County for street improvements at Cimarron Road from S.W. 15th, S.W. 44th Street from Cimarron Road to Richland Road and Richland Road from S.W. 44th to S.W. 59th Street, Project No. PJ-CA-47 in District #3  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve an Oklahoma Alcoholic Beverage Application from Sand Hill Vineyards, LLC located at 12767 N. Courtney Road, Calumet, OK  73014.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve the April 2006 monthly reports for the following:

a)       Juvenile Detention

b)       Election Board

c)       County Clerk

Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve Resolutions for Disposing of County Equipment for the Health Department for the following which were sold:

The Commissioners gave the following reports:

 

Young stated they ran the shoulder disk, graded, ran the brush cutter, worked in the shop, hauled rip rap and hauled gravel to thin spots.  He stated he attended the Main Street Awards Banquet Tuesday night and the Roads and Legislative meeting in Mustang last week.

 

Carson stated District #1 hauled 480 tons of ¾” chips to the yard, patched 4 corners west, Wilshire, Britton and County Line Road west of Okarche.  He stated they burned trees at Wilshire, worked on the burn pit, worked in Yukon disassembling the old cotton gin, had the mowers out and worked on fence lines for the Cheyenne Arapaho tribes.  He stated they also worked on Gregory Road getting to chip seal and worked on the end dump trailer and some other equipment.  He stated he attended the Main Street Awards Banquet, Intermodal Transportation Technical Committee and met with Dale Freck, ACCO Safety Director.

 

Hedrick stated he attended the Main Street Awards Banquet, an ACCO Insurance Board meeting, the Yukon Chamber coffee and Redlands Graduation.  He stated they hauled rock stockpiling it at the shop, completed the base work on Choctaw and moved to Calumet to help them get ready for their REAP grant.  He stated they also mowed, graded and installed some tin horns.

 

There was no new business.

 

Carson moved, seconded by Young to approve Blanket Purchase Orders.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve Claims.  Voting aye, Hedrick, Carson and Young.            

 

Carson moved, seconded by Young to adjourn.  Voting aye, Hedrick, Carson and Young.
