Board of County Commissioners Meeting

May 1, 2006

 

The Canadian County Board of Commissioners met at 9:00 a.m. in the Public Meeting Room.  Those present were:  Grant Hedrick, Jr., Phil Carson, Don Young, Conrad Dudderar, Pat Hammert, Ronnie Funck and Phyllis Blair.

 

Hedrick called the meeting to order.

 

Young moved, seconded by Carson to approve the minutes of the April 24, 2006 meeting.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve appropriations and transfers.  Voting aye, Hedrick, Carson and Young.

Carson moved, seconded by Young to approve to let bids for a new Wide Format Multi-Function Printing System for the Canadian County Clerk’s Office.   Blair stated the office needs a new copier for copying plat maps and large copies.  She stated they have found some printing systems that scan and copy and the scanner could be used to scan land records index pages to have them available electronically since the index pages are getting so old and fragile with so many people handling them.  She stated some of the pages are getting really hard to read.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve the Notice of Violation on the inspection of the Canadian County Jail from the Oklahoma Department of Health.  Young stated he spoke with Sheriff Hawkins and the violation was for the laundry room floor behind the washer & dryer being covered with lint.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve the March 2006 monthly report for the Canadian County Health Department.  Voting aye, Hedrick, Carson and Young.

 

Hedrick moved, seconded by Young to approve Resolutions for Disposing of County Equipment for the following for District #3:

a)       Pickup, Inventory #301.63, SN 1GCFK24H5RZ277283 (sold)

b)       Pickup, Inventory #301.46, SN 1GBGK24N3NE185010 (sold)

c)       Dozer, Inventory #323.11, SN 061602

Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to postpone approving the Interlocal Agreement between the City of El Reno and Canadian County District #1 for a project on South Radio Road from East Highway 66 south 2000 ft. until his foreman can look at the agreement.  Voting aye, Hedrick, Carson and Young.

 

Hedrick moved, seconded by Carson to approve an Interlocal Agreement between the City of El Reno and Canadian County District #3 for the removal and replacement of the bridge4 at the intersection of London and Reno in El Reno.  Hedrick stated District #3 will be tearing out the bridge and K & O Construction will rebuild the bridge.  Voting aye, Hedrick, Carson and Young.

 

The Commissioners gave the following reports:

 

Young stated he attended the Tuesday morning coffee in Mustang last week.  He stated they were grading, cutting brush, hauling rock, hauling fill dirt to Country Club Road and Reno and Reformatory Road south of Reno and getting ready to mow and spray.

 

Carson stated he attended the Canadian County Republican Party meeting, CASA fundraiser and auction, Yukon Chamber coffee and the Yukon High School Alumni Golf Tournament.  He stated District #1 hauled 30 tons of asphalt to the old Highway 81 underpass by Stroh’s in Okarche, 224 tons of gyp to various areas, 87 tons of crusher run to 234th and County Line Road, 200 tons of shale to Evans Road south of 220th and 194 tons of crushed concrete to the yard.  He stated they patched in the Piedmont area and had a crew working on Gregory Road replacing culverts and getting ready to chip seal.  He stated they’ve started roadside mowing, ran the road groom, cleared roadsides and chipped debris and brush and repaired equipment.  He stated they also built ½ mile of fence on 220th west of Richland Road.

 

Hedrick stated he attended a Tax Roll Corrections Board meeting, met with Judge Miller, attended a United Way of Canadian County meeting, ACOG meeting, Fair Board meeting, Yukon Chamber coffee, the Chisholm Trail Festival and the luncheon at Redlands with Rep.  Frank Lucas speaking last week.  He stated they ran the brush grinder, finished hauling millings from the old Highway 81 access road, finished the base work on Jensen Road, and worked on the base work on Choctaw Road south of Jensen road.  He stated he had the semis hauling rock in the western half of the District.

 

There was no new business.

 

Carson moved, seconded by Young to approve Blanket Purchase Orders.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve Claims.  Voting aye, Hedrick, Carson and Young.

 

The time being 9:30 a.m., Carson moved, seconded by Hedrick to award Bid #2005-06-12/Furnish & Install A/C split system gas heat units/Education Building to the low bidder, Ezell’s Refrigeration Service.  Hedrick stated he went and looked at the existing system last Friday and then talked to Warren Riggs about the system.  He stated the ductwork is good and Riggs said it just needs new registers so the flow can be adjusted.  Hedrick asked Riggs how much we’re increasing the capacity.  Riggs stated 5 tons.    Young asked if they wanted him to call the vendor that’s working on the other specs and cancel.  Hedrick stated he would.  Hedrick stated it would cut us short on time to re-bid and get the work done by the fair.  Voting aye, Hedrick and Carson.  Voting nay, Young.

 

Bids received for Bid #2005-06-13/Furnish & Install Chiller on the roof at the Canadian County Health Department in El Reno were opened.  The first bid opened was from Capitol Services Co. for $28,055.00, the second bid opened was from Hunter Mechanical & Controls for $24,440.00 and the third bid opened was from Bailey Brothers Plumbing & Heating for $20,361.00.  Hedrick moved, seconded by Carson to postpone awarding the bid until Riggs has time to review the bids.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to enter into Executive Session pursuant to 25 O.S. Section 307 (B) (4) for the purpose of the following:

·         Glen Eagles of Canadian County, LLC v Canadian County Case No. CIV-05-469-HE

Voting aye, Hedrick, Carson and Young.

 

Discussion was made on the case.  Carson moved, seconded by Young to recess the meeting until tomorrow morning at 9:00 a.m. when the settlement conference takes place at the Western District Federal Courthouse.  Voting aye, Hedrick, Carson and Young.

 

The time being 9:00 a.m. the Board reconvenes into open session in the Public Meeting Room at the Courthouse.  Those present were:  Grant Hedrick, Jr., Phil Carson, Don Young and Phyllis Blair.

 

No action was taken on the case in executive session.  Carson stated the case was settled per Andy Artes on Monday afternoon, May 1, 2006.   Carson stated the Judge reviewed the case and said there was no case, therefore no settlement conference was necessary.

 

Young stated he had some comments to make regarding the bids for the air conditioning at the Educational Building.  He stated he was asked to check into more bids on the educational building.  He stated he went to the man to get some plans.  He stated he comes to meeting Monday morning and you backed down on what they said to do.  Hedrick stated no, they’re running out of time and also why spend money to put new duct work in.  Young stated nobody said they were going to spend money until we get a bid.  Young stated he didn’t know whether we took low bid or not and asked Hedrick if he knew.  Hedrick stated according to the paperwork we did.  Young asked what the bid was.  Hedrick stated it was around $18,000.00.  Hedrick stated they were all 10 ton units.  Young asked what they were getting.  Young stated  they were getting 25,000 more BTU in heating, new pipe out the roof, electrical work all done.  He stated the other bid you were not getting that.  You weren’t getting electrical work done, you were getting 125,000 BTU less heater, no piping out the top.  He stated he didn’t know if they got low bid not.  Hedrick asked what piping out the top?  He stated all of that was in the bid.  Young stated he didn’t have it on his bid.  Hedrick stated he’s replacing  the thing that sets under the air conditioner, since we’re going from 3 units to 4 units.  Young stated, right.  Hedrick stated there’s new manifolding there and up above.  Young asked if they’re getting a unit to stop corrosion.  Young stated don’t ask me to do something, then turn your back on me after you asked me to do it.  He stated he had the man working on it.  He stated he put in time on it and so did the man.  Hedrick stated the man had been out here looking at the deal and it has been 4 weeks.  Young stated okay, do what they wanted to do, he didn’t care, but he didn’t like being stepped on when you tell me to do something, then kick me out the door.  Hedrick stated he didn’t feel like that is what took place.  Young stated their word is not good.  Carson stated they’re running short of time.  Young stated maybe they are, but don’t tell him to do something, then next week do something just the opposite.   Hedrick stated in his mind the low bid was awarded.  He stated they have a maintenance man hired and that’s part of his job. Carson stated the bid met the specs and that was the low.  Young stated yes, it was low bid but with no electric, 25,000 less BTU.  Carson stated it met specs.  Hedrick asked Young where he got 25,000 less BTU.  Young stated there’s 110,000 BTU on the heater with Ezell’s.  He stated you have 134,000 BTU on the other bid.  Hedrick stated both bid 10 ton units with the heating at 80%.  Hedrick stated both said 80%.  Young stated he didn’t care what % it said.  Hedrick stated 80% of 10 ton is 80% of 10 ton regardless.    Young stated we need to compare and make sure we’re getting low bid.  Young stated again, don’t ask him to do something like that again, and turn their back on him.

 

Carson moved, seconded by Young to adjourn.  Voting aye, Hedrick, Carson and Young.
