Board of County Commissioners Meeting

May 30, 2006

 

The Canadian County Board of Commissioners met at 9:00 a.m. in the Public Meeting Room.  Those present were:  Grant Hedrick, Jr., Phil Carson, Don Young, Conrad Dudderar and Phyllis Blair.

 

Hedrick called the meeting to order.

 

Young moved, seconded by Carson to approve the minutes of the May 22, 2006 meeting. Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve appropriations and transfers.

Voting aye, Hedrick, Carson and Young.

There were no comments from the public.

 

Carson moved, seconded by Young to approve to sign and Oil and Gas Lease between Canadian County and Blue Star Gas Corp. in which the letter to approve was approve the May 22, 2006 meeting.  Blair stated the letter was approved last week and this week the actual Oil and Gas Lease was sent in to sign.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve:
 

(1)           Contract for Services for FY 2007 between the Department of Mental

Health and Substance Abuse Services and the Gary E. Miller Canadian County Children’s Justice Center to receive funding for the adolescent substance abuse group home.

(2)           Fixed Rate Contract for Regional Secure Detention Renewal of 2006

Contract for FY 2007 to receive funding  for the Detention Center between the Office of Juvenile Affairs and Canadian County

(3)           Renewal of Contract for FY 2007 for Alternatives to

Detention/Transportation between the Office of Juvenile Affairs and Canadian County

 

Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve Commissioners Sale for Out Blocks A-G (El Reno), N/2 of Lot 2, Block B to the city of El Reno, Canadian County, State of Oklahoma to Rogers Street Church of Christ for $200.00.

Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve:
 

(1)           Maintenance Agreement between Western Systems Corp. and the Canadian

County Assessor for FY 2006-07

(2)           Maintenance Agreement between OOSI and the Canadian County Assessor for

FY 2006-07 for the Konica 7040 copier

(3)           Maintenance Agreement between OOSI and the Canadian County Assessor for

FY 2006-07 for the Konica 7060 copier

 

Voting aye, Hedrick, Carson and Young.

 

Hedrick moved, seconded by Carson to approve:

 

(1)           Resolution to underwrite the acquisition of right-of-way in connection

with a public project to construct a bridge and approaches over the North Canadian River, 4.5 miles north and 2.2 miles east of Geary.

(2)           Right-of-way, public utility and encroachment agreement between the

Department of Transportation and the Board of Commissioners of Canadian County

 

The above is for BRF-109C(096)CO, J/P-21838.  Hedrick stated this is for the Ice Bridge north of Calumet in District #3.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve Resolution to execute agreement establishing the Association of County Commissioners of Oklahoma self-insurance fund for workers’ compensation.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve Intent to Participate in ACCO-SIF for 2006-07 with Option #1 to pay all of the premium at once.  Voting aye, Hedrick, Carson and Young.

 

The time being 9:30 a.m., Blair recommended awarding Bid #2005-06-14, Wide Format, Multi-Function Printing System/County Clerk to the low bidder, Digital ES.  Carson moved, seconded by Young to award the bid to the low bidder.  Voting aye, Hedrick, Carson and Young.

 

Hedrick moved, seconded by Carson to approve letter to the Oklahoma Department of Transportation requesting to build a CB Force account bridge, Local ID #67, NBI #18817, Structure #09E10000N2730008, ½ mile west of the intersection of Highway 270 and Britton Road.  Voting aye, Hedrick, Carson and Young.

 

Hedrick moved, seconded by Young to approve:

 

(1)           Claim to Engineering Services & Testing Inc. for $7,207.50 for Project No. BRF-109C(096)CO, State Job Piece No. 21838(05) in District #3

(2)           Certification & Affidavit to Engineering Services & Testing for the completion of the Geotechnical Investigation for grading, drainage, surfacing and bridge replacement over the North Canadian River. 4.5 miles north and 2.2 miles east of Geary in District #3

(3)           Supplemental and modification agreements for the Geotechnical Investigation for grading, drainage, surfacing and bridge replacement over the North Canadian River, 4.5 miles north and 2.2 miles east of Geary in District #3

 

Hedrick stated the above is also for Ice Bridge north of Calumet.   Voting

Young moved, seconded by Carson to approve:

 

(1)           Claim to Engineering Services & Testing for $5,032.00 for Project No. BRO-109D(089)CO, State Job Piece No. 21566(05) in District #2

(2)           Certification & Affidavit for the completion of the Geotechnical Investigation for grading, drainage, surfacing and bridge replacement over the Tributary of Canadian River, 2.5 miles south and 5.7 miles west of I-40 and US 81 Junction in District #2

(3)           Supplemental and modification agreement for the Geotechnical Investigation for grading, drainage, surfacing and bridge replacement over the Tributary of Canadian River, 2.5 miles south and 5.7 miles west of I-40 and US 81 Junction in District #2

 

Young stated this is on Reno east of Chiles.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve Transfer of Inventory of (1) 4-drawer file cabinet, Inv. #104.1 from the County Commissioners to the DA’s Office.  Voting aye, Hedrick, Carson and Young.

 

The Commissioners gave the following reports:

 

Young stated they patched, ran the graders, hauled rock to the yard and on thin spots and tried to mow but had major trouble with the transmission in the brand new tractors.  He stated he attended the Tuesday morning coffee and a 60th Mustang High School Reunion.

 

Carson stated District #1 hauled 781 tons of chips to Gregory Road, chipped

3.5 miles, had 5 mowers out and are getting ready for a chip seal project for the City of Piedmont at Falcon Lake.  He stated the inmate crew built a lean to at the shop with scrap iron adding 16 parking spaces.  He also stated with his crew doing the chip seal projects in District #1, they’re saving about $17,000/mile for a double lift.

 

Hedrick stated he attended an ACOG 9-1-1 Board meeting and they’re ahead of schedule to implement the 9-1-1 service for cell phones in the area.  He stated it should be operational by December of this year.  He stated he met with the contractor to oil & chip, patched, had the graders and had the mowers out.  He stated they also received 5” of rain in the northwest part of the County last night.

 

There was no new business.

 

Carson moved, seconded by Young to approve Blanket Purchase Orders.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve Claims.  Voting aye, Hedrick, Carson and Young.
