Board of County Commissioners Meeting

May 8, 2006

 

The Canadian County Board of Commissioners met at 9:00 a.m. in the Public Meeting Room.  Those present were:  Grant Hedrick, Jr., Phil Carson, Don Young, Conrad Dudderar, Pat Hammert, Ronnie Funck, Amy Brandley, Doris Young, Jewel Lee VonTungeln, Georgia Rother, Mary Beth Brammer, Kay Turner, Bernita Davis, Florence O’Hara, Velma Mickle, Donna Jung, Donna Jones, Leona Alexander and Jerry Smith.

 

Hedrick called the meeting to order.

 

Young moved, seconded by Hedrick to approve the minutes of the May 1, 2006 meeting and the April 27, 2006 joint meeting with the Canadian County Fair Board and the HCE ladies.  Voting aye, Hedrick and Young on the April 27, 2006 meeting.  Carson abstained because he was not present at the meeting.  All voting aye, on the May 1, 2006 meeting.

 

Carson moved, seconded by Young to approve appropriations and transfers.  Voting aye, Hedrick, Carson and Young.

Young moved, seconded by Carson to approve a Resolution on the issuance by the Canadian County Home Finance Authority of up to $10,000,000 in Taxable or Tax-Exempt Single Family Mortgage Revenue Bonds such action including but not limited to (a) approval of the issuance of such indebtedness as required by 60 O.S. Section 1786(d); (b) the waiver of competitive bidding with respect to their sale as required by 60 O.S. Section 176(e), and (c) the ratification and confirmation of any and all terms of the Authority’s resolution related to such financing and any and all matters related thereto and the execution of all related instruments related thereto.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve to let six-month bids for July 1, 2006 through December 31, 2006.  Young stated he wants to make sure the generic for round-up is on the bid.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve an Interlocal Agreement between the city of El Reno and the Board of County Commissioners of Canadian County (District #1) to assist on a joint project for drainage, base stabilization, widening and resurfacing south Radio Road from East State Highway 66 southward to the I-40 bridge a distance of 2,525 feet.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve an Agreement for the Construction of Industrial Access project to access a road serving Boral Bricks on Choctaw Road, State Project No. SAP-109D(116), State Job/Piece No. 23415(04).  Young stated ODOT is approving $341,000.00 for the project.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve a Proclamation declaring May 7 through May 13, 2006 Oklahoma Home and Community Education Week.  Carson stated he felt this was such a good program and commended the ladies present for jobs well done.  Hedrick stated he agreed with Carson.  Voting aye, Hedrick, Carson and Young.

 

Hedrick moved, seconded by Carson to approve the final plat of Legacy Pointe, Phase I in the SW/4 of Section 31-T12N-R6W.  Voting aye, Hedrick, Carson and Young.

 

The time being 9:30 a.m., Warren Riggs recommended awarding Bid #2005-06-13/Furnish & Install chiller on roof of the Canadian County Health Department in El Reno to the low bidder, Bailey Brothers Plumbing. Young moved, seconded by Carson to award the bid to Bailey Brothers Plumbing and Heating.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve Contract Addendum between the Board of County Commissioners of Canadian County/Canadian County Juvenile Detention and the Board of County Commissioners of Cleveland County for secure detention services.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve April 2006 monthly reports for the following:

a)       Assessor

b)       Treasurer

c)       Court Clerk

Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve the Sheriff’s report for the Board of County Prisoners for April 2006.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve Resolution declaring May as Flood Awareness Month.  Amy Brandley read the Resolution and stated she would like for all residents in Canadian County to be aware that homeowners insurance which is what most residents have does not include flood insurance.  She stated flood insurance can be purchased through the National Flood Insurance Program.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Carson to approve (4) Project Inventory Reports for the month of April 2006 for District #2.  Voting aye, Hedrick, Carson and Young.

 

The Commissioners gave the following reports:

 

Young stated they had the graders out, worked the shoulder disk,  ran the brusher cutter and hauled rock to the thin spots.  He stated he attended the Tuesday morning coffee in Mustang.

 

Carson stated they hauled 332 tons of crusher run to 234th west of County Line Road, 137 tons of chips to the yard and 118 tons of ¾” rock to the yard.  He stated they loaded 1750 gallons of patch oil to Frisco between 206th and Northwest Highway, pushed trees in the Concho area, had the graders out, ran the road groom, trimmed trees and chipped.  He stated they worked on culverts on Gregory Road, mowed and worked on equipment.  He stated he attended the Wheatland Resources Conservation & Development meeting in Enid, Burger Day in El Reno and the Yukon FFA Banquet and the Canadian Valley Technology Center.

 

Hedrick stated they finished the 2” asphalt overlay on Jensen Road from Highway 81 east 1¼ miles.  He stated they still working on the base work on Choctaw getting ready to oil & chip.  He stated they also replaced some culverts and replaced a bridge with a culvert.  He stated he attended they Yukon Chamber coffee and cooked burgers at Burger Day in El Reno.

 

Under new business, Carson stated he read the permit log for 2006 in the Assessor’s office and there were 483 permits issued for new home construction in the eastern part of Canadian County in the first quarter of 2006.   He stated that proves the fact that Canadian County is the second largest growing county in Oklahoma next to Rogers County.

 

Carson moved, seconded by Young to approve Blanket Purchase Orders.  Voting aye, Hedrick, Carson and Young.

 

Young moved, seconded by Young to approve Claims.  Voting aye, Hedrick, Carson and Young.

 

Carson moved, seconded by Young to approve to adjourn.  Voting aye, Hedrick, Carson and Young.
