CANADIAN COUNTY FLOODPLAIN BOARD

SPECIAL MEETING

PLACE:          COMMISSIONERS’ MEETING ROOM

 

Floodplain board members present: Cecil Bearden, Frank Austin, Clarence McCloud, and Jack Scott. Floodplain board member absent: Carl Richie.

Also present: Amy Brandley, Floodplain Administrator; Damon Durham, Tanner Consulting; Donna Wright and Jacque Elliott, Danny Wright Dozer and Pipeline.

 

Bearden call the meeting to order at 1:30pm.

 

McCloud motioned to accept the minutes of the February 13, 2006 meeting; Austin seconded; voting aye, Bearden, Austin, McLoud, Scott.

 

In consideration of approval of the permit application for Danny Wright Dozer and Pipeline, located in part of the SE4 Sec 7 T12N R10W, 31200 I-40 Service Rd, Hinton, OK 73047: permit is for the commercial building already constructed at the edge of the 1% chance floodplain, Zone A. Members discussed how the floodplain map is incorrect in that area and the property that the building is on should be outside the floodplain. The pad for new construction of a commercial office building is outside the floodplain. Austin motioned to table the permit until new FIRMs become available in the fall to see if the property is removed from the floodplain, and to declare the pad for the office building to be outside the floodplain and not needing a floodplain permit; Scott seconded; voting aye, Bearden, Austin, McLoud, and Scott.

 

Permit for Chesapeake Energy, Petree Estates #1-19, sec 19, T11N R8W approved by a motion by Scott, seconded by McLoud; voting aye, Bearden, Austin, McLoud, and Scott.

 

Reviewed and discussed changes recommended by the Oklahoma Water Resources Board to the Canadian County Flood Damage Prevention Regulations. There are some questions needed to ask of the OWRB before deciding on a final draft. Board members are concerned about their personal liability as members of the board. Brandley stated she will find out about that and report back.

 

Bearden reported on the meetings concerning the NRCS dam breach areas. An Emergency Action Plan meeting was held Friday, March 31, 2006 with Larry Caldwell of NRCS. Brandley and Bearden were in attendance. The Tuesday, April 04, 2006, East Conservation District Board meeting was attended by Bearden and Brandley, where the purchasing of easements below low hazard dams was introduced by Bearden. There was discussion of NRCS issued plat books that could include floodplain and breach inundation area maps.

 

Brandley announced May designation as Flood Awareness Month.

 

Board motioned and seconded to adjourn at 3:00, all in favor.
